International Relations Programme Manager
Reporting to: Senior Manager of International Relations
Location/Area: Canary Wharf, London E14
THE ROLE
Background
The International Relations Department (IR) is responsible for three areas of work: Olympic Family and Paralympics Family (OF/PF) Services, Protocol and Accreditation.
Much of the work of the IR team requires working with cross-functional teams or multiple sub-groups, each responsible for a self-contained project, but contributing to the overall success of a larger area of work.
Given the diversity of the activities that IR is responsible for, a Programme Manager is required to take on the responsibility of managing all the department's cross function programmes/projects and to act as the main point of contact with the London 2012 Organising Committee's Programme & Risk management team.
The first challenging task the successful candidate will face is to manage the "Beijing Programme". The Beijing 2008 Olympics marks an important milestone for the London 2012 Organising Committee's preparation for the 2012 Games. Not only does the London 2012 Organising Committee need to stage an inspirational handover ceremony at the Beijing closing session, but also it needs to send a large number of representatives from both the London 2012 Organising Committee and partner organisations to take part in the Observer Programme.
In addition, we will carry out a variety of hospitality programmes. The Beijing Programme encompasses all of these elements and the successful management of the programme will underpin the overall success of London 2012's presence in Beijing.
Specific responsibilities
* Plan and design the department's programmes and proactively monitor their overall progress, resolve issues and initiate corrective action when necessary.
* Manage both the dependencies and the interfaces between projects.
* Report progress of the programme at regular intervals to the Senior Manager International Relations and liaise with the function areas and external agencies for overall reporting purposes.
* Write reports to detail progress against plan and against budget, for the relevant internal and external stakeholders.
* Ensure risks to the programme's successful outcome are properly identified, evaluated, reported and that appropriate remedial actions are put in place.
* Manage the Beijing Programme across the London 2012 Organising Committee's functional areas:
- Liaise with departments to understand their requirements
- Help facilitate/support regular internal steering group meetings
- Help facilitate/support regular external Beijing meetings to ensure interfaces with the Government, Mayor, British Olympic Association and other stakeholders are managed effectively
- Create an integrated programme plan/schedule that details the key milestones and deliverables required
- Own and manage a programme Risk Register, ensure suitable mitigating and contingency plans are in place
- Own and manage a programme Issue Log, ensuring decisions are made on a timely basis to resolve issues
- Own and manage a programme Action Log, ensuring people and organisations are completing agreed tasks on time
- Manage and track budget and financial spend of the projects underway to deliver the programme
- Define the programme's governance arrangements.
* Perform any other duties as directed by the Senior Manager International Relations
PERSON SPECIFICATION:
Skills & abilities
* Strong communication skills, both verbally and in writing.
* Proven leadership skills, able to manage a team without direct line management responsibilities.
* Highly IT literate, proficient with all the Microsoft packages and extensive knowledge of MS Project and other Project Management software.
* Ability to multi-task and prioritise.
* Ability to use initiative and take ownership of outcomes.
* A self starter, able to pick up tasks without significant supervision.
* Highly adaptable and flexible.
* A good knowledge of budgeting and resource allocation procedures.
* Ability to speak Mandarin would be an advantage
Experience
* Previous experience in a project management role either within the commercial or public sector
* Proven track record of managing large and complex projects.
* Experience of working with multiple organisations and being able to balance different priorities and needs among a wide range of groups
* Previous experience dealing with Chinese organisations
Qualifications required
* Programme/project management qualifications, e.g. Prince 2.

The appointment will be made under the terms and conditions of the London 2012 Organising Committee full time employee contracts. The employment term is for a finite period and will automatically terminate on the conclusion of the Olympic and Paralympic Games 2012.
